The Noricia Talabert Dream Foundation was founded in 2017 by Noricia’s mother, Regina Talabert, and several of her colleagues. One year prior, in 2016, Regina lost her youngest child to senseless gun violence.


A devoted mother, Regina vowed to keep Noricia’s legacy alive by helping to bring about awareness and to educate youth about gun violence. In 2017, Regina created a foundation to provide scholarships to deserving students with a dedication, determination, and a desire to achieve academic success by furthering their educational goals... which was her daughter's ultimate aspiration.


Noricia Talabert was a 17-year-old scholar, recognized as someone the world would have certainly taken notice of because of her unique disposition, her resilient determination, and her generous contributions to society. Her contagious smile, her love and devotion to helping, and her heart of gold made her a beautiful soul.


Noricia was part of several organizations such as Girl Scouts of America, the American Red Cross, United Way, and Pathfinders, and was actively involved in the International Baccalaureate Program as a member of the National Honor Society while maintaining a 4.0 GPA at South Dade Senior High in Miami, Florida. In addition, she was actively involved in curricular and extracurricular activities in her school and was well on her way to achieving her goal of becoming a doctor.


An unselfish heart, she would volunteer her time toward tutoring her peers and friends who were struggling with academics simply because she enjoyed seeing everyone succeed. She always made education a priority. By the start of her senior year in high school, she had already been accepted into the University of Central Florida (UCF) and was anticipating a very promising future following her senior year at South Dade Senior High. She dreamed of the day that she would walk across the stage to receive her diploma, graduate, and begin her next step toward furthering her education at the University of Central Florida.


Unfortunately, on that fateful day in October 2015, Noricia’s dream would come to an end. Her life and her dream were stolen from her in the blink of an eye as a result of gun violence. A stray bullet would cause her life and the hope of her long-awaited dream to be shattered.


Regina Talabert believed strongly in both her daughter Noricia and in her dream. In loving memory of Noricia, and in honor of her beautiful life, Regina has developed The Noricia Talabert Dream Foundation. The foundation continues Noricia’s dream and legacy alive by providing educational scholarships to deserving, goal-oriented high school students who demonstrate academic success and "dream big", just as Noricia did.
